Introduce operator_verification and hardware flows, pack-side runners for
cluster/sparse/spline_conv/pyg_lib matrices, expose vendor backend failures
via BACKEND/UNKNOWN fail codes, and sync skills/rules for FlagOS and A800.
Leave work/ drafts for archive before merging to master.
